Water Rat [General]
Most of Azure District’s citizens learn to swim at a very early age, and take to the water as easily as land.
Benefit: You gain a +2 bonus on Swim checks. When wearing light or no armor and not encumbered, fatigued, or exhausted, you can swim at one-half your speed as a move action or your full speed as a full-round action. While swimming, you gain a +2 bonus on Initiative checks.
Normal: Without the benefits of this feat, a character swims at one-quarter his speed as a move action or at one-half speed as a full-round action.

Benefit: You get a +4 bonus on initiative checks.
Special: A fighter may select Improved Initiative as one of his fighter bonus feats.

[Stuff about boating from city, working on the ship for pay, (Strangely, wind seemed to follow me, giving slightly higher than average pay), and stopping in the cities between voyages to wander through the country study the local culture and language, and collect scrolls.]
Tanans grew up south of the Solnor Compact, near the Grandwood forest. As a child, Tanans lived a dual life of spending one half of his free time in the local libraries and scroll wards, and the other half running wild around the city and surrounding lands. After exhausting his interest and everyone else’s patience, he was kicked out into the weary work of a ships crewman. His first ship was a simple fishing skiff fishing to the north of Montesser and south of Cape Rarn. One day while fishing near Vernport a storm mysteriously blew in from nowhere and sank the skiff before dissapating. Tanans barely had enough strength to swim to shore. There was a ship named the Dragonwing set to sail on the morrow and needed to replace a seaman who had scurvy, and this began his ventures into the sea. Eventually his Elven parentage (on his father’s side) began to catch up to him and he found he was marginally able to call the wind to a certain heading which made him much more valuable to a ships crew (which is lucky, considering how poor of a seaman he made out to be).
Being stuck on a ship was repressive of his energy, but allowed him to be a connoisseur of ports and their local culture, history, and languages. His thirst for travel could never be fully quenched by any city he stopped through, and so he developed a life alternating between burying himself in the libraries or countryside, and sailing on various cargo vessels to eke out the funds for his fairly inexpencive hobbies.
Early in his sailing career, his ship made a trip along the lower Azure Sea and Jeklea bay, they stopped through Sasserine. During their stay a large storm blew in and delayed his ship to the point that the cargo was becoming useless. Tanans didn’t care much as he got to stay holed up in the library and read Sasserines colorful history. On the day that the storm appeared to be lessening enough to set sail again, the captain hurredly gathered his crew and left in an attempt to make the next landfall before the cargo was completely lost. Unfortunately Tanans had been up much too late reading and was left snoozing in his bed at the inn.
